FWIW, I took the EPEL 8 SRPM and changed the version in the specfile to 1.27.0 and added the corresponding sources from pypi, and it built cleanly in a RHEL 9 mock environment (and appears to work normally on my RHEL 9 system). The only other change needed is to update the GPG key in certbot.pub to match the new PGP key (F2871B4152AE13C49519111F447BF683AA3B26C3) used to sign the pypi package; I attached that to this report.
