Description of problem:
CI takes more then 2 hours to run, CI may fail because it take too long to run all the tests

How reproducible:


Steps to Reproduce:
1. Create a valid pull request in github
2. Wait for CI to pass
3.

Actual results:
PR may fail because 2 hours passed

Expected results:
CI runs quickly and test all the smoke tests needed to pass or fail the PR. 

Additional info:

QE will  still  run all the tests nightly on  nightly downstream
