+++ This bug was initially created as a clone of Bug #2042438 +++

The openstack-installer image that is used by our CI in OpenShift, is missing some packages so the CI jobs can work properly (the NFV job).
These packages are essential to many other use-cases, not only NFV jobs:
* make
* gettext

Removing the Triaged keyword because:
* the QE automation assessment (flag qe_test_coverage) is missing
