Description of problem:
The UI looks not aligned anymore with some latest changes. The topology toolbars are unaligned to other toolbars in admin and dev perspective.

Version-Release number of selected component (if applicable):
4.10

(Was fine in 4.8 and 4.9!)

How reproducible:
Always

Steps to Reproduce:
1. Install Primer operator to see also the export button
2. For admin perspective: Switch perspective, navigate to projects, select a project and switch to the workload tab
3. For dev perspective: Switch perspective, select a project and navigate to topology

Test both with different browser widths.

Actual results:
In admin perspective: Namespace and topology bars are not aligned with the tabs above.
In dev perspective: The topology bar (add icon and export button) is not aligned with the project dropdown above.

Expected results:
In both perspectives, the toolbars should be aligned correctly. (In a clear line from top to bottom)

Additional info:
Please notice that the padding of the toolbars depends on the window width!
