What happened?

When attempting to run `openshift-installer gather bootstrap`, cannot find the IP address to bootstrap/master nodes.

```
# bin/openshift-install gather bootstrap --dir cluster-deploys/ipi-dev-test-89
FATAL bootstrap host address and at least one control plane host address must be provided
```

What did you expect to happen?

Collection of logs from bootstrap and/or master nodes

How to reproduce it (as minimally and precisely as possible)?

1. openshift-installer cluster create ...
2. Wait for terraform modules to complete deployment (prior to bootstrap deletion)
3. openshift-install gather bootstrap ...

Anything else we need to know?

IBM Cloud has provided and tested a fix for this issue
