We had code in engine-setup and in rhvm-setup-plugins to automatically copy RHV Guest Tools .iso images to the ISO domain, if such a domain was created by engine-setup. Creation of an ISO domain on the engine machine by engine-setup was deprecated long ago (see bug 1332813), current bug is for removing the code that still allowed uploading the images.
