Description of problem: When you delete the storage it is required to reinstall the OpenShift Container Storage Operator to create new storage. Without reinstallation, the deployment can not be completed.

How reproducible: 100%

Steps to Reproduce:
1. Create storage with wal/metadata/data PVs
2. Delete storage
3. Create storage

Actual results:
Deployment stuck

Deployment successful
