certmonger failed to build from source in Fedora rawhide/f36

Please fix certmonger at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
certmonger will be orphaned. Before branching of Fedora 37,
certmonger will be retired, if it still fails to build.

The bits build ok, it is failing in the 'make check' stage on unit test 035-json. This could be a spurious error but I've not seen this test fail before and it's strange. It could be a related library problem.

I can't currently rebuild this to determine the cause for the test failure due to https://bugzilla.redhat.com/show_bug.cgi?id=2043092

krb5 got a new build without package_notes and a re-build of certmonger is successful https://bodhi.fedoraproject.org/updates/FEDORA-2022-0a7a863366

I don't know if the original failure is somehow related, was cosmic rays or something else but I wasn't able to reproduce the failure either locally or in scratch builds.
