Please fix icu at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
icu will be orphaned. Before branching of Fedora 37,
icu will be retired, if it still fails to build.

I don't see any reason why this should happen other than disk full or pipe broken or broken tooling.

As this is ppc64le, making it block PPCTracker bug 1071880.
