Description of problem:

In bz1896698, zstd has been set as the default compression method for making kdump initramfs. However when eliminates squash in kdump.conf and zstd command not installed, kexec-tools will fail with "zstd not found".

How reproducible:
1) uninstall zstd if installed
2) set "dracut_args -o squash" in kdump.conf
3) kdumpctl rebuild


Additional info:
This bz is a follow up for bz1896698, in which "--compress zstd" will be appended to dracut cmdline if users have not specified the compress method for kdump initramfs.

It will make dracut to decide: a) if dracut module squash is added, libzstd will be used, b) otherwise cmd zstd will be used. However is_squash_available can only check if the kernel supports squashfs, it cannot check if libzstd or cmd zstd is used at runtime.

As a result, when cmd zstd not installed, and squash is eliminated, is_squash_available check still will pass, and the kexec-tools will fail.

Currently the workaround is to ensure zstd is installed.
