The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

The reason you see a super-old runc is that the old one has higher Epoch than the new one - that also explains why there is currently no (auto-created) RHEL9 advisory for runc. Let me address this by bumping the Epoch.

The runc-1.1.0-2.el9.x86_64 is shipped by RHEL 9.0 beta now,
and worked well for me.

[root@kvm-06-guest07 ~]# cat /etc/redhat-release
Red Hat Enterprise Linux release 9.0 Beta (Plow)

[root@kvm-06-guest07 ~]# rpm -q runc
runc-1.1.0-2.el9.x86_64
