Description of problem:
RPM exclude filter does not work in web UI

Version-Release number of selected component (if applicable):
7.0.0-6.0

How reproducible:
unsure

Steps to Reproduce:
1. sync rhel7 repo
2. create a Content View
3. create an exclude RPM filter to exclude subscription-manager
4, Publish and promote CV
5. Click latest version of CV
6. check RPM package list for rhel-7 server
7. search for subscription-manager, page through to check if its there

Actual results:
on the second page I saw many subscription-manager packages

Expected results:
Filter works

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/34418 has been resolved.
