Description of problem:

When the service support level agreement is not a trial (or eval) and there are no other "Recommendations" notifications, the "Recommendations" header is shown with a count of "1" and nothing beneath it.


How reproducible:
Use an "OCP" branded cluster that has a support level that is not trial and no other Recommendations


Steps to Reproduce:
1. Open the notification drawer and view the Recommendations header

Actual results:
Recommendations header shows with a count of "1"

Expected results:
The Recommendations header should not show.
