Please branch and build rocksdb in epel8 and epel9. If you do not wish to maintain rocksdb in epel8 and epel9, or do not think you will be able to do this in a timely manner, the EPEL Packaging SIG would be happy to be a co-maintainer of the package.
rocksdb builds out of the box on epel8 from a local test. On epel9 it needs gflags-devel, which I've requested in https://bugzilla.redhat.com/show_bug.cgi?id=2047441
