This occurs in 7.0 and above only 1) Export content via hammer content-export any version/library 2) Import the exported archive to a new org or satellite 3) Notice all the created repositories in the new org have no content. Actual results: Notice all the created repositories in the new org have no content. Expected results: Created repositories have correct content. Additional Notes: This is related to a pulp 3.16 update where the import call would return a task group instead of a list of tasks. Katello needs to be updated to address this change.

Steps to reproduce 1. Spin up 2 satellites: one for connected and one for disconnected 2. On connected, change download policy to "Immediate" under settings 3. Import a manifest and enabled 2 repos (Ansible 2.9 and RHEL8.5 baseos KS) with immediate policy. 4. Sync the repos 5. Run export for complete library 6. On Disconnected: import a manifest, change download policy to "Immediate" under settings. 7. Create a new org 8. Update to use air-gapped in CDN configuration 9. Add the exported files from connected satellite to /var/lib/pulp/imports/ in disconnected satellite 10. Run import command 12. Check the cv for the imported repos between the connected and disconnected Expected: Connected and disconnected should have the same content Actual: Connected and disconnected does have the same content Additionally: I have checked the packages themselves are present at the `Published At` url for each repos. Verified on 6.11 snap 14
