.Anaconda fails to verify existence of an administrator user account While installing RHEL using a graphical user interface, Anaconda fails to verify if the administrator account has been created. As a consequence, users might install a system without any administrator user account. To work around this problem, ensure you configure an administrator user account or the root password is set and the root account is unlocked. As a result, users can perform administrative tasks on the installed system.

Description of problem:
Going through the RHEL 9 Beta installation is possible without allowing administrator access in the installed system.

anaconda-34.25.0.25-1.el9

How reproducible:
Always

Steps to Reproduce:
1. Boot up RHEL-9.0.0-20220127.4-x86_64-dvd1.iso
2. Create non-admin user
3. Set up root password (enabling the root account)
4. Disable the root account

Actual results:
You'll end up with installed system without any way to perform administrator tasks (neither root nor sudo access is available)

Expected results:
The installation that results in such scenario shouldn't be possible.

FYI, this can't be reproduced on Fedora 35, I barely remember that it's possible it was fixed during the f35 development cycle, but I am still yet to find the BZ/commit.
