Description:
python-pyrfc3339 uses python-nose for testing.  Python-nose is deprecated 
and will not be built for EPEL 9. This change will allow python-pyrfc3339 to 
build on EPEL 9 without requiring python-nose.

You don't need a review request for that change :-) This process is only for new packages.

Just fork the project on https://src.fedoraproject.org/rpms/python-pyrfc3339 and submit a pull request.
