Description of problem:
The ztp site generator container contains reference versions of the target configuration and hub cluster applications. These references point to quay.io in a couple different places. All the references for the downstream build should point to the container version in the official catalog.

1. Pull the container image and inspect content under /home/ztp (for 4.10) or /usr/src/hook for 4.9.
