Description of problem:

Cu is creating VMs via CI/CD pipeline but in between few of the instances failed to spawn with "failed to allocate network" & halts the pipeline.

How reproducible:
Every time

Steps to Reproduce:
1. Create VMs in bulk 
2. Few of them fails with "failed to allocate network"
3. 

Actual results:
VM failed to spawn.
