Description of problem:

puppet-horizon has implemented support for manila-dashboard parameters recently.
 https://review.opendev.org/c/openstack/puppet-horizon/+/806214

However current TripleO in RHOSP16.2 doesn't include that implementation thus users can't customize heat-dashboard parameters.
This RFE is created to track effort to backport puppet-tripleo patch to integrate that feature in puppet-horizon.

puppet-tripleo-11.7.0-2.20220405015036.f404729.el8ost.noarch

Verification steps:
Deploy RHOS16.2 with the following template:

parameter_defaults:
    ControllerExtraConfig:
        horizon::dashboards::manila::manila_options:
            enable_public_shares: false
            enabled_share_protocols:
            - NFS

Only NFS share protocol is available in the "Create Share" form and the 
checkbox for public shares is not available please see attached screenshot.
