.The HA Cluster System Role now allows `haclient` group to access and manage the cluster Previously, users had to run the HA Cluster System Role with default `pcsd` permissions (ha_cluster_pcs_permission_list variable) to configure a cluster. As a consequence, only 'hacluster' users were allowed to access the cluster. This fix sets default permissions to allow group 'haclient' to manage the cluster. As a result, all members of the 'haclient' group are allowed to access and manage the cluster by default.

Verification instructions:
1) run the ha_cluster role with default settings
2) cat /var/lib/pcsd/pcs_settings.conf
3) find "permissions" section
