This PR broke aws-ebs-csi-driver on arm64, e.g.: https://prow.ci.openshift.org/view/gs/origin-ci-test/logs/periodic-ci-openshift-multiarch-master-nightly-4.10-ocp-e2e-aws-arm64/1490604035990884352 The reason being the makefile now defined ARCH?=amd64 by default, meaning the ARM build ends up with an x86 binary which won't run. Furthermore, this is a major change to be landing after code freeze. Did this get an exception?
Marking as 4.10 Blocker to either fix or revert prior to GA, as the current state has broken ARM.
