Description of problem:

Please build recode for EPEL9 - needed for man2html.  If you do not want to maintain it there you can add me (orion) to the package and I will request the branch.  Thanks.

This bug appears to have been reported against 'rawhide' during the Fedora 36 development cycle.
Changing version to 36.
