Currently, the tripleo_backup_and_restore_historical variable is evaluated as string, and, as such, tripleo_backup_and_restore_historical: false returns "true".

This should be fixed for false to mean "false".

tripleo-ansible-0.8.1-2.20220406160113.2d0ab9a.el8ost was released with 15.2.3 so fix may already be released but not verified

According to our records, this should be resolved by tripleo-ansible-0.8.1-2.20220406160113.2d0ab9a.el8ost.  This build is available now.
