Description of problem: Minimal deployment mode will be GAd in the upcoming ODF version 4.10. when deploying cluster with minimal resources and installing ODF operator, when creating a storage system, a banner of 'tech preview' is shown

How reproducible:
easy


Steps to Reproduce:
1.deploy OCP with 24CPU in total
2.install ODF operator 
3.create storage system 

Actual results:
'Tech preview' is seen when creating storage system  


Expected results:
no 'Tech preview' banner
