The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

The wacom driver has the 1.0 release (coming in the next few days) which had a major rework of the driver. The goal of that rework was to make it easier to *test* the driver (little intended functional change). In the process that shuffled a lot of the code around to separate the X11 parts of the driver from the core driver, so amongst other things we now have a commandline-tool to test the driver and compare the output for various input events without having to restart (or even start) X. 

I'm still working on a full libinput-style test suite upstream, that's likely after 1.0 although most of the hooks are there already.

The changes are significant enough that maintaining the 0.40 version in RHEL9 is not ideal because too much of the code has moved around. Better to ship with 1.0 out of the box.
