Based on the comments in https://review.opendev.org/c/openstack/tempest/+/876966/ this seems to be a bug in Nova - see the linked LP issue as well.

This has been converted into an RFE at https://issues.redhat.com/browse/OSPRH-41, which as of OSP 19, will be tracked in Jira.
