This will cause kexec reboot failure too. Seems kexec-tools failed to load kernel/initrd/fdt on arm64. @pingfan, could you have a look?
It has some trouble to install rawhide, and I use RHEL9 to do some test. I used the latest upstream kernel and kexec-tools, it works. I can reproduce this bug on a kvm guest now. For test on bare mental, the installation of F36/rawhide will abort, and upgrade from F35 can not find mirror. So the test result is not available.
