This will cause kexec reboot failure too. Seems kexec-tools failed to load kernel/initrd/fdt on arm64.

@pingfan, could you have a look?

It has some trouble to install rawhide, and I use RHEL9 to do some test.

I used the latest upstream kernel and kexec-tools, it works.

I can reproduce this bug on a kvm guest now. For test on bare mental, the installation of F36/rawhide will abort, and upgrade from F35 can not find mirror. So the test result is not available.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 37 development cycle.
Changing version to 37.
