Please branch and build openfortivpn in epel9.

If you do not wish to maintain openfortivpn in epel9,
I would be happy to be a co-maintainer of the package.

I have tested and the rawhide package builds on CentOS Stream 9 without any changes.

I just updated, built and submitted openfortivpn-1.17.0-4.el9 on EPEL 9. It should arrive soon in updates-testing.
