Description of the problem: clusterSelector matchLabels are cleared when changing app name/namespace during creating an app in UI

Release version: ACM 2.4.2

Operator snapshot version: ACM 2.4.2 - RC2

OCP version: 4.9.8

Browser Info:

Steps to reproduce:
1. Navigate to App UI, click 'Create application' (yaml on)
2. Input app details, select 'Deploy app only on cluster matching specified labels, enter labels details 
3. Do not click 'Save', change the app name and/or namespace

Actual results:
The clusterSelector matchLabels in the placementrule spec section are cleared 

Expected results:
The placementrule metadata should be updated, not the spec
