Description of problem:
Debug terminal no longer loads in the admin console

Version-Release number of selected component (if applicable):
4.11

How reproducible:
Always

Steps to Reproduce:
1. Create a failing (Crashloop) pod
2. Click on Debug Container from either popup or logs page
3. 

Actual results:
Page header loads that is NOT the debug page

Expected results:
Debug page should load with a debug container

Additional info:
Root problem has been determined.  App-contents file deleted the route for the debug page.

Now the debug container is showing up
