.The `cephadm shell` command no longer infers configuration files from legacy daemons Previously, `cephadm` would infer a Ceph configuration file from legacy daemons, including legacy daemons that were no longer present, causing the `cephadm shell` command to fail unless a configuration file was explicitly provided. With this release, `cephadm` does not attempt to infer configuration files from legacy daemons and verifies the existence of any inferred configuration file. The `cephadm shell` command now correctly infers a configuration file if it is present.

* Description of problem:
When customer tries to access cephadm shell from a non-monitor node it is failing as it is not taking the default etc/ceph/ceph.conf path

ceph version 16.2.0-146.el8cp (56f5e9cfe88a08b6899327eca5166ca1c4a392aa) pacific 

* How reproducible:
Always in customer production environment.
Not reproducible in lab environments.
