Description of problem:

Bug related with https://bugzilla.redhat.com/show_bug.cgi?id=2034459

After upgrading to 4.8.29 customer noticed a slightly improvement on OVN and egressIPs but they are still hitting an issue where some egressIPs loose node assignment and never recover.

I was able to reproduce similar with node rebooting on 4.9.11 but I need to upgrade now to see if is still happening.
