This has a circular dependency relationship with grpc: it is required for python-xds-protos, which is a grpc dependency. I will rename the “codegen” conditional to “bootstrap” and use that to break the cycle, once grpc is otherwise ready.
Actually, grpc bootstrapping drops the xds-protos dependency, which already breaks the dependency cycle and allows: grpc (bootstrap) → opencensus-proto → xds-protos → grpc
