Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Steps to retest
1. install 6.10 on a slow machine
2. syncing RHEL7 server repo

Additional note:
To reproduce this was a little difficult because our VMs meet the minimum systems requirement, but we can't make it "slower" to see that the fix works. Instead, I have spun up 2 machines (6.9 and 6.10.3). I set the download-concurrency to 19 and 15 respectively. Then perform the sync of the repo.
I have found that the 6.9 does consume more memories while the 6.10.3 one consume less, which you can see below. I think this is sufficient in testing that the issue is resolved.
