Migration tool modal

Description of problem:

The "Learn more" link on the "Install Migration Tool" modal returns a 404. 

The "Install Migration Tool" appears on the "Workloads > Virtualization" screen in the OCP web console (4.9).

The "Learn more" link currently points to "https://access.redhat.com/documentation/en-us/migration_toolkit_for_virtualization/2.0", which is a retired version.

Change the link to "https://access.redhat.com/documentation/en-us/migration_toolkit_for_virtualization/" so that the doc splash page opens to the latest version.
