Description of problem:
This is a follow-up bug of https://bugzilla.redhat.com/show_bug.cgi?id=2051378
Delete all templates from 'openshift' ns and try to create template  from YAML,
it shows the error: 'Error "Required value" for field "parameters[1].name".'
