This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
google-noto-mono-fonts is shipped in RHEL7 and RHEL8, but not RHEL9.
In google-noto-fonts-20181130, Fedora changed google-noto-mono-fonts to google-noto-sans-mono-fonts.
google-noto-sans-mono-fonts is built for RHEL9 and CentOS Stream 9, but not in any publically available repository.

KDE Plasma Desktop uses google-noto-mono-fonts or google-noto-sans-mono-fonts for it's mono fonts.  Without either of those, the KDE Plasma Desktop cannot be installed on RHEL 9.

Please add google-noto-sans-mono-fonts to RHEL 9 Appstream.
