This is based on
osa-dispatcher contains /etc/init.d/osad. If you have osa-dispatcher installed,
but not osad, running 'service osad start' does nothing. The init file should
probably be removed from osa-dispatcher

Fixed in CVS
I removed /etc/init.d/osad from osa-dispatcher's file section in osad.spec.
In https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=165057#c1, John says
"Fixed in CVS." but I was not able to find this bug number neither in CVS, nor
in SVN logs.
