Description of problem:
We need to update pulp-rpm to 3.17 since there are many bug fixes that cannot go into pulp-rpm 3.16.  This will involve some changes to katello to (at least) incorporate the newer pulp-rpm bindings gem.

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/34510 has been resolved.

Verified.

Version tested - Satellite 6.11 snap 14

Steps followed:
1. ssh into Satellite
2. grep for the package using `rpm -qa | grep pulp-rpm`

Results:

Pulp 3.17 is installed - python38-pulp-rpm-3.17.3-2.el8pc.noarch
