Please branch and build libmpeg2 in epel8. If you do not wish to maintain libmpeg2 in epel8, or do not think you will be able to do this in a timely manner, the EPEL Packagers SIG would be happy to be a co-maintainer of the package; please add the epel-packagers-sig group through https://src.fedoraproject.org/rpms/libmpeg2/addgroup and grant it commit access, or collaborator access on epel* branches.
libmpeg2 is already in RPMFusion for EL8. While it could be added to EPEL8 proper, I'm not sure what benefit there would be at this point, and it would need to be coordinated with them to avoid conflicts.

Can you make an epel9 (and eventually an epel7) branches for this package.
libmpeg2 is already in RHEL 9 as a dependency of gstreamer1-plugins-ugly-free. While the -devel package seems not to be shipped, you could try requesting it be added to CRB. As for EPEL 7, is it really worth the effort to import it at this point?
Okay, thanks for the notice. I'm not happy with going with CRB, so I will just build it in override for rpmfusion contributors/users.
