+++ This bug was initially created as a clone of Bug #2058509 +++

The irqbalance systemd service file contains:

EnvironmentFile=-/usr/lib/irqbalance/defaults.env
EnvironmentFile=-/path/to/irqbalance.env

instead of the expected:

EnvironmentFile=/etc/sysconfig/irqbalance

As a side effect, changes to the system configuration do not take effect.

I verified the fedora 35 package is affected, but looking at the rawhide branch of fedora's irqbalance package even the current version is still affected
