The PR for this is POSTED and under review.  This needs to be tested on a CVL system.  The initial testing reproduced Case 03162168.  A separate bug needs to be developed for this.  I have found another CVL card and will set up that system today.  I expect this to be octo2.

This will need to be backported to 4.9 and be ready by March 22nd for inclusion in 4.9.25.  I plan to update the forecast in the case.
