virt-handler-pod-logs

Description of problem:
rhel9 based CNV-4.11 is failing to deploy.
It seems like the virt-handler pod that is under openshift-cnv namespace is failing to start.

Still getting the same behavior on CNV v4.11.0.rhel9-73 from IIB: 192701.
