+++ This bug was initially created as a clone of Bug #2049208 +++

User with full permissions in web UI can not add node to a cluster, which is in contradiction with its label - "Allows unrestricted access to a cluster including adding and removing nodes and access to keys and certificates". This needs to be updated. 
This help message is currently in the old web UI, in the console for new web UI and in access documentation.

Only a basic check for this issue was performed. 
After adding an existing cluster, expanding its details and then clicking on the 'Permissions' tab, the following message is available to the user after clicking on the mark icon: "Allows unrestricted access to a cluster except for adding nodes".

Our priority is to focus on automating these tasks in the future.
