+++ This bug was initially created as a clone of Bug #2059943 +++

Description of problem:
Moving the CI logic from dev-scripts repo to metallb repo allows us easy update when needed. In addition, every change done in the scripts will be tested by OCP CI.

!!Not a real bug. Only opening this bz to be able cherry-pick this change to release-4.10 branch (needed by openshift-ci bot).
