Where did you find a Submariner 0.12.0? It hasn’t been released yet.

The downstream version of submariner 0.12.0 built and available for testing in brew.registry.redhat.io.
Since the merge of the fix - https://github.com/stolostron/submariner-addon/pull/306, latest version of submariner 0.12.0 get deployed.
