Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Bugs of Red Hat partners with an assigned Engineering Partner Manager (EPM) are migrated in late September as per pre-agreed dates. Odd, this seems a duplicate of bug #2055510 which was closed since nobody could replicate it.
But this time I could replicate it. And the testcase indeed fails on both aarch64:

Both initiated from rhel-9-main as:
rhpkg --release rhel-9.1.0 build --scratch

BTW note that we don't need a build for elfutils-0.186-2.el9, 0.186-2 is a special c9s only version.

But now that it can be replicated we should at least look into it.

It seems unreproducible outside brew. So just going to disable the testsuite in brew (or at least make it not break the build when it fails).

There is still CI gating testing, so the risk of disabling the built-in testsuite during the RPM build is pretty low.
