Description of problem: This package is required by podman-compose.
I am not interested in maintaining this package in EPEL 9.
@ksurma Are you able to do this? There is a spec file here - https://git.centos.org/rpms/python-dotenv/blob/c9s-sig-cloud-openstack-xena/f/SPECS/python-dotenv.spec - without the ipython dependency (which currently requires too many missing packages).

Miro - I'd be glad to maintain this one in EPEL 9 since dotenv is getting plenty of use by Microsoft folks in the azure-cli and python SDKs. It would help me get BZ 2077853 done. 😉
Go ahead, you should have the rights now. If you need to push something to rawhide, I would prefer (somebody) to review it in a pull request first thou.
