Describe the issue: 
This part of the documentation is not reporting that to use this feature it is necessary to have the Cluster Samples Operator in "Managed" status. This is a common issue in disconnected clusters where the Cluster Samples Operator is disabled by default.

Suggestions for improvement: 
Adding a warning related to the necessity to have the Cluster Samples Operator enabled should be sufficient.
